Ministry of Education, Sport and Youth: mission, vision, principles, strategic objectives

Mission
To continuously improve education to ensure equal education opportunities for all learners through an education policy informed by the principles of equality, participation, creativity and innovation and designed to achieve lifelong balanced and rounded development, while at the same time strengthening culture, supporting cultural creativity and sport and empowering young people.

Vision
To develop literate citizens with skills, a sense of responsibility, a democratic ethic, an historic identity and respect for diversity, citizens with a rounded personality who can make a creative contribution to social development and help society rise to the challenges of the future and improve the quality of life of its citizens through education, culture and sport and by empowering young people.

Principles
  • Integrity and respect: interpersonal relations between all the stakeholders involved must be informed by respect, appreciation, justice, tolerance and discretion.
  • Team spirit: to achieve common objectives by encouraging a work ethic and team spirit.
  • Efficacy and efficiency: the education system must be highly effective and efficient if it is to satisfy the different needs of learners.
  • Accountability: an emphasis on decisions based on research data, with a view to transparency and accountability.
  • Active citizenship: to strengthen the participation of learners in society, with regard for their historic and cultural identity.
  • Effective communication: a seamless flow of information to facilitate both horizontal and vertical communication.
  • Serving society as a whole: by creating positive experiences for all pupils and their families, the job market and society.

Strategic objectives
The strategic objectives of the Ministry of Education, Sport and Youth (MOESY) and the corresponding strategic targets for each objective for the 3 year period from 2020 to 2022 are as follows:
  • to develop, train and upgrade human resources in education;
  • to modernise administrative structures in the education system and in schools;
  • to provide an education and to improve and evaluate its content to ensure it is effective;
  • to support and assist every pupil by recognising diversity;
  • to improve and upgrade technical and vocational education;
  • to improve and upgrade tertiary education;
  • to develop, project and preserve cultural creativity, promote sport and empower young people;
  • to ensure the MOESY is actively and effectively involved in European and international [word missing].
